Works board nixes company’s bar service

City towing contract also revised

TERRE HAUTE — A Clinton-based private transportation company has been ordered not to operate as a taxicab service within the city of Terre Haute.

The Board of Public Works and Safety voted Monday to order Allied Community Transportation LLC to limit its activities in the city to non-emergency medical transportation.

City officials received complaints from “multiple sources” that Allied was providing transportation to and from local bars, said Chou-il Lee, city attorney. Lee recommended the board order Allied to “cease and desist” from such activity.

“I don’t know that any non-emergency medical transportation would be authorized to a bar,” Lee said.

Allied provides private transportation to area bars only when hired to do so by a resident of Clinton, said Brian Griffin, a representative of the company. Allied is licensed for such service, he said.

“If we bring them to Terre Haute, we’ve got to take them home,” said Tracy Griffin, owner of the company.

Allied is not licensed to operate as a taxi service in Terre Haute. The Board of Works is expected to revise its licensing requirements for taxicab services, said Bill Lower, board president. It was not clear whether Allied would seek a license in the city in the future.

• Also Monday, the Board of Works made changes to the city’s towing contract. The contract, approved by the five-person board on Jan. 9, limits towing companies to charging $100 for any police-initiated towing job within the city limits.

After questions raised by Paul May of Mike’s Auto Wrecking, the board agreed to allow city-contracted towing companies to charge an additional $3 per mile for vehicles towed to locations outside of the city limits. Sometimes customers request that their vehicles be towed to Brazil, Clinton or even Indianapolis, May told the board. In those cases, the $100 fee ceiling would be too low, he said. The language in the contract will be changed, Lee said.

The city currently has a contract with three local towing companies that are on the police department’s towing “rotation.” Individuals wishing to use towing companies that are not on the “rotation” are free to do so.

Also Monday, Lt. Hugh Crawford of the Terre Haute Police Department advised representatives of local towing companies of a “three strikes” policy regarding verified complaints of overcharging. A first offense will result in a warning. A second offense will lead to a 30-day suspension and a third offense will result in being removed from the rotation, he said.

The Terre Haute Board of Public Works and Safety is responsible for all city contracts.
