Plan authority approves 70 more east apartments

TERRE HAUTE — The Vigo County Area Plan Commission gave its approval Wednesday for a rezoning that would allow an eastside apartment complex to grow by more than 70 units.

Sycamore Terrace Apartments, a project of Thompson Thrift, would expand by 72 units, under plans submitted to the commissioners Wednesday night. The existing apartment units, which are near the eastside Walmart, were fully occupied last year, said Tim Fears, general counsel for Thompson Thrift.

The favorable recommendation came despite a complaint from a neighbor, Wayne Horn, who said drainage from the apartments has turned part of his property into a muddy swamp.

Fears said Horn’s concerns had not come to his attention and he would be happy to discuss the problem with him. Horn said he contacted local and state officials, but had not contacted the developer.

The Sycamore Terrace project is expected to be back before the commission next month with another request, said Jeremy Weir, executive director of the Area Planning Department. If the drainage problem is not resolved by then, the commissioners could withhold that approval, he said.

With that assurance, the commissioners gave the rezoning a favorable recommendation. Troy Fears, a new member of the commission, abstained from the vote because he is the brother of the lawyer for Thompson Thrift. Troy Fears joins Brad Anderson, county commissioner, and Amy Auler, city councilwoman, as the newest faces on the commission.

The Area Plan Commission has 14 members appointed by elected officials and representing different regions of the county. They make rezoning recommendations to the Vigo County Commissioners and the Terre Haute City Council.
