Vigo County Election Board approves contract with software company

TERRE HAUTE —

The Vigo County Election Board unanimously voted Friday to approve a new $900,857 contract with Election Systems & Software Inc. that will run through the 2016 election.

The contract costs include $227,061 the county paid for this year’s election.

The county will save $146,118 by entering the extended contract with ES&S this year. The county, with a credit from its 2012 payment, would pay just $2,280 in 2013, when there is no election.

The county would pay $224,121 in 2014; $186,882 in 2015; and $227,061 in 2016 for elections, according to the contract.

The contract will next go before the Vigo County Board of Commissioners on Tuesday. Commissioners form the county’s legislative branch, approving and entering into all contracts for the county.

County Attorney Michael Wright told the Election Board the contract is in good order. However, Wright said county commissioners had voiced a concern  that the contract would run through the first term of a newly elected clerk, who would not have input on the contract.

“Obviously there is a financial incentive for a longer term contract, I am just saying there was a concern mentioned,” Wright said.

Vigo County Clerk Patricia Mansard, a member of the Election Board, said she thought the  board “has done our due diligence on this” contract.

Wright said he agreed. Wright said the county is dependent on ES&S for software for its election system. “I recognize it is not as though there is a lot of other solicitations on this. We also have a long relationship with ES&S,” the county attorney said.

After the meeting, Mansard said “one of the considerations of this contract, in addition to savings, is actual numbers can be placed into the county budget for the next several years.”
