Vigo Schools fear bills’ effects

Board believes subsidies would damage public schools

TERRE HAUTE — The Vigo County School Board is asking area legislators to vote against bills that would expand charter schools and use taxpayer dollars to subsidize private schools.

In a unanimous vote, the School Board passed resolutions asking area legislators to vote against House Bills 1002 and 1003.

Board member Tom Thomas made the motion. “I feel both these bills are inappropriate and very damaging to public schools,” he said.

If the bills become law, there will be “ramifications for years to come,” said Superintendent Dan Tanoos. 

Tanoos described vouchers as “scholarships for the privileged. It doesn’t take care of the most-needy.”

He also referred to ISTEP data that indicate Indiana public charter schools are failing at a more rapid rate than traditional public schools.

After the meeting, Thomas said he believes the voucher system is “somewhat discriminatory.” He believes additional charter schools will funnel money away from traditional public schools that are “already having financial problems or issues.”

HB 1002, which would greatly expand charter schools in Indiana, has already been passed by the House and next goes to the Republican-controlled Senate, where it is expected to pass.

Republicans argue that the bill gives parents choices to seek the best education for their children.

Democrats say the bill drains funds from traditional public schools at a time when budgets already have been cut. And, they argue, there will remain an uneven playing field of regulations and requirements that traditional schools must meet that charters do not have.

House Bill 1003 would use taxpayer money to help parents send their children to private schools. The voucher bill will be debated by a House education committee today.

Some opponents say vouchers blur the line between separation of church and state.

The Indiana Coalition for Public Education staged a news conference Monday saying taxpayer money shouldn’t be directed to private schools, which can deny admission to certain students and don’t have to follow the same accountability rules as public schools.

Vigo County School Board member Jackie Lower urged those concerned about what is happening in Indianapolis to attend crackerbarrel meetings to make their voices heard to local legislators. Public education is “in crisis,” she said.

Also, representatives of the Vigo County Teachers Association will go to the Statehouse on March 8 to lobby against legislative proposals they say would harm public education. Lower encouraged those who are interested to attend and lend support to that effort.

In other matters, board member Pat Sheehan suggested the board discuss the possibility of starting meetings at 6 p.m. rather than the current 7 p.m. The proposal will be discussed at a future board meeting.

Tanoos suggested that a 6 p.m. start time “is a very parent-friendly time.”
