Seelyville —
The town of Seelyville moved a little closer Tuesday to delivering the town’s water to nearby rural Nevins Township.
The Seelyville town board approved a loan resolution Tuesday evening seeking a low-interest loan of approximately $2.3 million to help pay for improvements to the town’s waterworks and to lay more than 40 miles of pipe in the ground to deliver water to homes in Fontanet and other parts of Nevins Township.
The rest of the approximately $7.7-million project will be covered by a grant from the Indiana Department of Natural Resource’s Division of Mine Reclamation through a program providing clean water to areas where wells were harmed by underground mining.
Also Tuesday evening, the town board voted to accept the second-lowest bid for the pipe-laying portion of the project. The lowest bid was deemed “unresponsive” by Richard Shagley II, attorney for the town board. Shagley noted several “red flags” in the lowest bid, which was from Rohl Networks for about $5.7 million.
Some of the “red flags” included submitting a bid with errors, lacking experience in the water or sewage business, failing to provide a list of equipment suitable for the project and failure to fully specify portions of the project to be awarded to subcontractors.
Rohl Networks, which has offices in Canada and the U.S., has most of its experience in the laying of fiber optic cable, Shagley said.
The second lowest bid, and the company the board selected, is B&T Drainage and Excavating of Marshall, Ill. B&T’s bid was for approximately $6.5 million; however, it is possible that additional cost savings could be found after a contract is signed, said Eric Smith of Hannum, Wagle and Cline Engineering, which is overseeing the project.
B&T’s bid was complete and the company has extensive experience with similar projects, Smith said.
If all goes well, construction could begin in August, Smith said. The project is expected to take about 400 days to complete; however, water will be delivered to Nevins Township in sections, meaning many people will receive water well before the project is completed.
The board also voted to award work on the waterworks portion of the project to Mitchell & Stark Construction Co. of Medora. Mitchell and Stark had the lowest bid at $357,000.
