25 percent of Vigo County voters cast ballots in primary

As expected, voter turnout was light for Tuesday’s primary election with about 25 percent of Vigo County voters casting ballots.

Democrats turned out the most voters with 19,847 going to the polls, while Republicans had 2,568 voters cast ballots. Democrats represented 87 percent of the votes cast in the primary.

“This is an off-year election, which is one factor. I also thought the voter identification may have discouraged people from even coming to the polls,” said Vigo County Clerk Patricia Mansard. “The word did get out that a photo ID was required, but no doubt there were people who decided it was just not worth the problem to vote.”

Tom Lorey, a member of the Vigo County Election Board, said voter turnout in Vigo County “was a little better than light, but for the most part, most of the people in the precincts considered turnout light, but this is average for a primary election.”

Lorey said voters seemed to comply with the requirement of showing a photo ID.

“Inspectors had only had one or two complaints out of the 30 precincts I personally visited,” Lorey said.

Thomas S. Julian, inspector at a polling place at 12th and Eagle streets, said he had few problems with voters or photo identification.

“I had one couple who had work badges with a photo ID. I told them the ID had to be issued by the state or federal government,” Julian said. “[The female voter] didn’t have her ID with her and the husband said he didn’t want to vote without her, so they both left without voting. Other than that, people complied.”

Norma Goings, a voting sheriff at 18th and Walnut streets, said one woman went home to get her ID and quickly returned to vote. Inspector Alice Willis, however, said one man “was very mad, saying it was unconstitutional having to show his ID. He did, finally, show his ID and vote,” Willis said.

A final tabulation was delayed by nearly 1 hour and 45 minutes due to problems with 17 optical scan voting machines. “Some machines were used for training and had an incorrect time set that did not allow the totals to be counted when needed,” Mansard said.

In addition, some machines did not have a correct final coding that allowed them to transmit voting information back to a central office at the Vigo County Courthouse.

Other minor issues included a voting machine at Hoosier Prairie Elementary School that was temporarily out of order, but was quickly fixed.

“It had a bad electric card that boots the machine. We got a new card and it worked fine,” said Inspector Ken Darkis.
