Sanitary board expected to award $7M cleanup contract today

TERRE HAUTE — The Terre Haute Board of Sanitary Commissioners is expected to award a multi-million-dollar contract today for cleanup work at the former Terre Haute Coke and Carbon site on South 13th Street.

The board is scheduled to meet at 10 a.m. in the Board of Public Works conference room on the first floor of City Hall.

The contract is expected to be for approximately $7 million.

Early estimates of cleanup costs were for no more than $3 million.

The winning contractor will remove approximately 80,000 cubic yards of soil from along the Hulman Street and 13th Street boundaries of the property, which has been unused for nearly 25 years. The soil is contaminated with benzo(a)pyrene, naphthalene, toluene, arsenic and lead. The contaminants are all byproducts of coke, produced from coal at the site from 1926 to 1988.

The funds for the cleanup are being obtained as part of a $150 million bond issued for the project to upgrade the wastewater treatment plant. By including the Coke and Carbon cleanup, the city qualified for a 0.5-percent discount on its overall interest rate on the bond issue through the Indiana Finance Authority.

The cleanup is expected to take eight to nine months.
