Plan Commission OKs Cobblestone plans, sets conditions

Board also takes action on renaming portion of Erie Canal Road near Margaret Ave.

TERRE HAUTE — The Vigo County Area Plan Commission approved late Wednesday night final plans for a large section of the Cobblestone Crossings property development south of Terre Haute.

The approval states that Cobblestone can develop multi-family apartments or condominiums with up to 10 units per acre. It also states that buildings within the development will not be more than 35 feet in height.

Construction was already under way in this section of Cobblestone. However, new requests for zoning changes were made necessary when it was discovered that a member of the Area Plan Commission had voted on Cobblestone rezoning matters while owning a stake in Cobblestone.

In addition to approving the plans, the commissioners also attached a number of conditions to the approval. Those conditions mostly concern a commitment from Cobblestone to construct an eight-foot-tall brick wall to divide Cobblestone apartments from neighboring property in the Woodgate subdivision.

Residents of Woodgate prepared the list of conditions and asked that they be attached to the commission’s approval. The conditions originated in a memo from the Vigo County Commissioners that lifted a late-September “stop-work” order that the commissioners had imposed on Cobblestone Crossings earlier that month.

Woodgate and Viscaya Point residents have been angry over apartment construction at Cobblestone Crossings for months and, in some cases, years. In the past several months, Woodgate residents have attended Area Plan Commission meetings seeking assistance in their conflict with the property development.

n Also Wednesday, the commission voted at the conclusion of a more-than-three-hour meeting to effectively lengthen Erie Canal Road north of Margaret Drive to meet with South 13th Street.

Andy Stadler, an accountant and property owner in the area, requested the action from the commission. The change was needed due to confusion created by South 13th Street becoming South 14th Street and then Erie Canal Road all within a few blocks, Stadler told the commission.

The commission elected to eliminate the name South 14th Street from a section of roadway north of Margaret Avenue and simply have 13th Street meet at Voorhees Street with a stretch of road that will now be named Erie Canal Road.
