The Terre Haute City Council heard Thursday night what could happen if Cherry Street becomes a two-way street.
Dave Cleveland of the Corradino Group, a consulting firm with offices in Indianapolis and several other cities, told the council that making Cherry Street a two-way street would slow the average travel time through downtown Terre Haute from about 1 minute 42 seconds to 1 minute 54 seconds.
The slower travel time would result from the addition of left-hand turns against opposing traffic on Cherry Street, Cleveland said.
That extra time would be viewed as a “negative” by federal air quality examiners, Cleveland said. However, it may not be viewed as “significant,” he said. A federal air quality study would be needed before federal money would be made available for altering traffic flows downtown, Cleveland said.
The idea to switch Cherry Street to a two-way street is something supported by Downtown Terre Haute Inc. and Indiana State University, said Councilman Todd Nation, D-4th, who represents much of the downtown area on the council. Making Cherry Street two-way would allow south-bound motorists on U.S. 41 to enter the downtown earlier than Ohio Street, which is currently the first-available street for entry into the downtown area.
The Corradino Group is conducting a $75,000 study of traffic downtown in the event Cherry and other streets are converted from one-way to two-way streets. The consulting firm was hired by the City of Terre Haute, the Terre Haute Department of Redevelopment and received traffic data support from the West Central Indiana Development District, said Chuck Ennis, city engineer.
Corradino expects to have a draft version of its traffic study completed in about one month. A final version could be ready about one month later, Cleveland said.
In addition to Cherry Street, Corradino is also studying the potential effects of converting Walnut, Ohio, Eighth and Ninth streets to two-way. Travel time through the city would slow to over two minutes if all of those streets were also converted to two-way streets, Cleveland said.
• Also Thursday, the council was presented with salary ordinances for several city departments that include 2-percent raises for city employees in 2013. The council heard from the heads of the cemetery, parks and recreation, transit and street departments concerning the ordinances.
City employees received 1 percent salary increases in 2012.
The council will be asked to vote on the salary ordinances and other measures at Tuesday’s regular meeting at 6 p.m. in City Hall. No vote will be necessary on the traffic study.
