Vermillion County man arrested on charge of ‘terroristic deception’

Allegedly mailed envelope of white powder to insurance company office

A Vermillion County man faces federal charges after allegedly mailing white powder to a business.

A spokeswoman for the Federal Bureau of Investigation has confirmed the Wednesday morning arrest of David Naylor, 60, Perrysville, by agents of that agency with assistance from Vermillion County authorities.

According to information provided by the United States District Court for the District of Nebraska, Naylor is accused of mailing an envelope containing white powder to Mutual of Omaha offices in that state. In doing so, the envelope, “according to the directions on said communication, and said communication contained a threat to injure the addressee or another,” the court document states.

Signed by U.S. Attorney Deborah Gilg and Assistant U.S. Attorney Michael Wellman, the document contains a request that Naylor’s trial be conducted in Omaha, Neb. Charging information describes the allegation as “terroristic deception.”

Wendy Osborn, spokeswoman for the FBI, said the agency had no further comment as of Thursday afternoon. Naylor was transported to the Vigo County Jail, where he remained Thursday evening. According to the jail’s automated inmate information system, no bail information was available.
