Council to consider upping speed on Brown

TERRE HAUTE — The Terre Haute City Council is being asked to consider increasing the speed limit on one of the city’s newest roadways.

Former City Councilman Larry Auler asked the council, at its monthly “sunshine” meeting, to support an ordinance that would increase the speed limit on Brown Boulevard between Locust Street and Maple Avenue to 40 mph from 30 mph. The ordinance could be voted on at Thursday night’s regular council meeting.

Councilman Norm Loudermilk, whose 3rd District includes the roadway, said people driving 35 or 37 mph are getting pulled over and ticketed in that area.

Auler said people already drive 40 mph on the roadway routinely.

Some youth athletic fields near the boulevard are not accessible from Brown Boulevard, Auler noted.

Brown Boulevard opened in 2010. The new road was a “shovel ready” project that received $1.52 million in federal stimulus funds.

Also Thursday evening, Councilman John Mullican, D-6th, asked Leslie Ellis, city controller, for city financial information associated with the city’s recently obtained short-term loan for $5 million.

An Indianapolis consulting firm, H.J. Umbaugh & Associates, recently helped the city determine it required a short-term loan, known as a tax anticipation warrant, of $5 million to meet expenses until property tax revenues from the State of Indiana arrive later this month.

“I’m thinking [that information] would help us figure out where we go from here,” Mullican said after the meeting. “It’s just a couple of months away that we’re going to be looking at the budget for 2013.”

The loan is to be repaid by the city by the end of the year.

Meanwhile, speaking after the short meeting, Ellis said the interest rate on the $5 million loan is 0.893 percent, making for a total borrowing cost of $27,142. In addition, professional fees, such as accounting and legal fees, associated with the loan totaled $19,875, she added.

The council also heard plans from the city’s Department of Engineering to eventually remove the traffic lights at the intersection of Wabash and Fruitridge avenues. If all goes according to plan, the lights will be phased out over a period of months using flashing lights and then replaced by stop signs on Fruitridge only.

Most motorists now use a newly constructed Blakely Avenue to travel north and south of Wabash in that area. The traffic light at Blakely and Wabash would not be affected by the change.

The council could vote on all of these matters and more at Thursday’s regular meeting at 6 p.m. in City Hall.
