Former Terre Haute resident indicted on child porn charge

INDIANAPOLIS — A former Terre Haute man has been indicted with possessing child pornography.

Randall Bruce Allen, 46, of Indianapolis, was indicted by a federal grand jury on Wednesday for one count of possession of child pornography.

Allen was allegedly found on Nov. 27 to be in possession of a computer hard drive containing hundreds of files depicting minor children engaged in sexually explicit acts, according to the indictment.

U.S. Attorney Joseph H. Hogsett told the Tribune-Star on Friday that investigators do not believe that any Hoosier children were the victims in the images.

“In a strict possession case such as this, it is not unusual for the victims to be children who have no relation to Indiana at all,” Hogsett said. “There is no reason to believe any Hoosier children are depicted. There would be a relentless effort made to identify any Hoosier victims.”

Allen, who is a 1984 graduate of Terre Haute South Vigo High School, resides in Indianapolis and has been employed for several years by a Greensburg financial agency.

A warrant was served on Allen on Nov. 27, and he was arrested via complaint on Dec. 13 at his place of employment. Allen has been released on his own recognizance, and is under house arrest. He is allowed to travel to work, and attend church activities, but is forbidden from accessing the Internet.

Hogsett said that investigators do not believe that Allen was involved in the production of child pornography, nor was he involved in a distribution ring.

Allen is facing up to 10 years in federal prison and fines of up to $250,000 if he is found guilty.

He also faces lifetime supervised release at the end of his prison term, and possible restrictions related to a status as a sexual offender.

The case was part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse.

The initiative uses federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
