Man faces neglect, drinking charges

TERRE HAUTE — A Terre Haute grandfather has been arrested for child neglect after, police say, he walked while intoxicated to a neighborhood store with his preschool-age grandchild in tow.

Clint Lowry, 50, appeared via video in Vigo Superior Court 6 on Monday where Judge Michael Lewis found probable cause for his arrest on charges of neglect of a dependent and public intoxication.

Detective Rick Decker of the Terre Haute Police Department reported that police were called to a store in the 1100 block of Locust Street on report of an intoxicated man with a 4-year-old child.

When located, Lowry told police that the child was his grandchild and that they were walking to a dollar store to get food. The officer reported that Lowry could not walk without assistance and that his speech was slurred.

Lowry and the child had walked from the 900 block of Locust Street to the 1100 block, crossing a highly traveled railroad track and at least one city street.

Decker said that Lowry was too intoxicated to perform a sobriety test at the scene. The child was returned to a parent, and Lowry was taken to the Vigo County Jail where he tested 0.244 percent blood-alchol content on a portable breath test.

Lewis noted that the child does not live with Lowry, and ordered the man released from the jail on his own recognizance, with the order to report to Vigo County Alcohol and Drug for an evaluation. He was also ordered to have no unsupervised contact with the grandchild.
