Vigo parks board OKs trail on levee

1.9-mile development still needs state, federal approvals

TERRE HAUTE — Pending permit approval from state and federal agencies, the Vigo County Parks and Recreation Board Monday gave approval to a bid of $97,538 to create a 1.9-mile trail on top of the West Terre Haute Levee.

The low bid was submitted from S&G Excavating of Terre Haute. Two other bids were submitted Monday — Wabash Valley Asphalt for $193,783 and BBCIC of Austin, Ind., at $159,000.

It was the second time the parks department had solicited bids. The parks department in August rejected opening bids after a concern it may be required to add borders to the levee to meet disability-access requirements. However, a review by the Indiana Department of Natural Resources determined edge protection on the levee trail is not required.

The trail on the levee, located on the west side of the adjacent Wabashiki State Fish and Wildlife Area, will create a loop around the wetland area. The levee trail will start at Dewey Point and extend to the southwestern side of West Terre Haute.

When completed, the loop will be nearly six miles of walking trail.

The county parks department was awarded a grant from the Indiana Department of Natural Resources to construct the trail on the West Terre Haute Levee adjacent to the Wabashiki wildlife area.

The grant awards an 80-percent reimbursement up to $119,637. Vigo County Parks Superintendent Keith Ruble will go before the Vigo County Council on Oct. 9 seeking approval of the more than $119,000, which is paid up front, then reimbursed by the DNR grant.

Ruble said the department can make the state grant extend farther with the lower bid from S&G Excavating.

The parks department also received a $30,000 grant from Wabash River Beautification & Development Inc. for the project for trails at the Wabashiki. The river group received the money from the Wabash Valley Community Foundation, Ruble said.

Ruble said he expects to have approval from the U.S. Corps of Engineers sometime in October. Once federal approval is granted, Ruble said the DNR is expected to also approve a permit for the trail.

Ruble said levee trails are not uncommon, referring to ones in Vincennes and Lawrenceburg in Indiana and similar trails in Ohio, such as at Troy and Cincinnati.

Once the levee trail is installed, Ruble said the parks department is looking at placing a trail along the west side of West Terre Haute that will join with National Road, formerly U.S. 40, then head back to the east to Dewey Point.

“That will be the first trail in West Terre Haute,” Ruble said.
