NEW: House approves measures on taxes, ethics


INDIANAPOLIS — The Indiana House has approved legislation aimed at putting caps on property tax bills into the state constitution.

The House also approved a bill today that would tighten lobbying and ethics rules.

The Senate is expected to pass the same property tax measure. It would allow voters to decide in November whether to amend the property tax caps into the state constitution. The caps are already in state law, but putting them in the constitution would make it difficult for future legislatures to undo.

The House approved the legislation 75-23. A similar measure has passed a Senate committee, but the Senate plans to act on the House version to expedite its passage in the General Assembly.
