EDITORIAL: A victory for people’s health

Smoking policy makes this a better place

Just as the Terre Haute City Council did 18 months ago, the Vigo County commissioners have unanimously adopted a tough no-smoking ordinance that assures the unhealthy effects of secondhand smoke will be greatly curtailed in our communities.

This kind of progress in public policy is never easy to accomplish. We applaud the commissioners’ courage and resolve in sorting through the claims and counter claims of those advocating and opposing a stricter ban. With all the facts and testimony gathered, they did the right thing.

The county’s ordinance takes effect July 1 and mirrors the city’s, which is also set to become law on Sunday. It prohibits smoking in virtually all enclosed workplaces.

The city was being lobbied aggressively to roll back its provisions, but with the county’s adoption of the stricter ordinance, the city can’t do that even if it wants to. The city can adopt tougher laws, but nothing less stringent.

The new rules prohibit smoking even in private clubs, such as American Legion posts and VFW halls. Members of those groups were some of the strongest opponents of the county’s action.

Terre Haute and Vigo County will now join the growing number of states, counties and municipalities passing laws to ensure people are not exposed to secondhand smoke in buildings or workplaces. Illinois has had a statewide ban for several years with few exceptions (casinos are still exempt), as have other states. Indiana communities such as Bloomington were early leaders in the smoking-ban movement, and Terre Haute and Indianapolis have wisely followed that lead.

Indiana’s less-strict smoking ban goes into effect on Sunday. While it’s a step in the right direction, the time has come for legislators to see the wisdom of their local counterparts and move closer to the comprehensive ban that all Hoosiers deserve.
