Teacher, Democratic committeewoman still influencing city council

TERRE HAUTE — Theresa Turner served in Terre Haute as a Democratic precinct committeewoman for almost 60 years, longer than anyone else in the city’s history, according to her family.

Turner, who was born Feb. 10, 1893, came to Terre Haute in 1913 to attend Indiana State Teacher’s College. After earning her teaching certificate, she became one of the first black teachers in Vigo County.

She taught at a segregated school in Burnett Township until about 1920.

One of Turner’s grandchildren is Charles “Chuck” Miles, who currently serves on the City Council for District 6.

Miles said his grandmother’s political career influenced him to pursue politics.

In the late 1930s, when Turner was elected precinct committeewoman, the position was responsible for organizing voters and introducing candidates to the precinct, Miles said.

Also, “in those days, people depended on the precinct committeeperson to get them a job,” he said. “I can recall many times that I was at [Turner’s] house when people came to get a job on the Police Department, the Street Department or the Fire Department.”

Chuck Hanley, current city clerk, said he remembers Turner as “real well-known and real respected. When she spoke, that’s who won the precinct, I’ll tell you that,” Hanley added.

In her years with the Democratic Party, Turner made the acquaintance of the former U.S. senator, Birch Bayh II, and was a guest at the home of Bayh and his wife Marvella in Washington D.C.

“She met Birch through his father when she was an educator, and when Birch decided to run for state Legislature she supported him strongly and stayed friends with the family for years,” Miles said.

Turner stayed involved in the community throughout her life. Among other activities, Turner served on the board of the Phyllis Wheatley Association. She also was part of the effort to build the new Charles T. Hyte Community Center in the 1970s, Miles said.

Turner died Feb. 13, 1987 at age 94.
